Spain to host secret Coalition of the Willing meeting on support for Ukraine

Spain's Foreign Ministry will host a "secret closed-door" meeting of the Coalition of the Willing in Madrid next Tuesday 4 November.

Details: The meeting will be attended by representatives of 35 countries who are gathering to discuss further support for Ukraine, El Mundo has reported.
It will be an intensive working day starting at 09:00 and ending after 15:30, with two sets of discussions on the provision of aid for Kyiv.
Arrangements for the meeting are highly confidential. Attendees have been warned that mobile phones are prohibited and will be stored in a specially designated place.
Participants have also been warned that details of the meeting may not be made public.
"Delegates are asked not to publish information about the meeting on public platforms or social media," a document seen by the newspaper states.
The meeting will address how to move forward on increasing support for Ukraine, how to meet its urgent financial needs, including those related to its military and defence efforts, and how to coordinate initiatives to step up pressure on Russia.
Among other things, the participants aim to specify aid priorities and reach agreements.
Spanish Foreign Minister José Manuel Albares will then address the meeting and hold an exchange of views with the attendees. However, the head of Spanish diplomacy will not be present at all the working tables, as this is a lower-level meeting.
During the second set of discussions, the participants will attempt to develop a common approach to security guarantees for Ukraine and exchange views on the ongoing discussions in this regard. Special attention is to be given to legal, political and diplomatic frameworks, and to the contribution the Coalition of the Willing could make to deterring future Russian aggression.
Background:
- Ukraine's President Volodymyr Zelenskyy recently said the Coalition of the Willing plan to end the Russia-Ukraine war is to be discussed at adviser level at the end of this week.
- On 27 October, Zelenskyy stated that within a week or ten days, Ukraine and European leaders would be working on a plan to end the war.
- However, Zelenskyy is sceptical that Putin is prepared to accept any peace plan.
