BBC reported the information.Although the IPC oversees the Games, four separate international federations are responsible for running the competitions for the six sports in Milan and Cortina d'Ampezzo. Three of them have decided to maintain the ban on athletes from Russia and Belarus, making it impossible for them to qualify for the Games.Both countries were suspended from Paralympic competitions after Russia's invasion of Ukraine in 2022. A partial ban for neutral athletes was introduced in 2023, and last month the IPC lifted the membership suspension, allowing para-athletes to compete under their own flags.The International Ski and Snowboard Federation, the International Biathlon Union, and the World Curling Federation have not lifted their bans, while the World Para Ice Hockey federation has already determined the countries that will take part in the qualification tournament for the two remaining spots."In the same way that the IPC fully respects the decision of the IPC General Assembly not to maintain the partial suspensions of NPC Belarus and NPC Russia, we also fully respect the decisions of each international federation regarding the sports they govern," said IPC President Andrew Parsons.He added that the federations' positions make it impossible for athletes and teams from Russia and Belarus to qualify for the 2026 Winter Paralympic Games in Milan and Cortina d'Ampezzo.Although Russia and Belarus can now participate in para ice hockey competitions, at this late stage of the qualification cycle, the six teams that will compete in the November qualification tournament have already been determined.It was previously reported that Italy intends to propose a worldwide truce during the 2026 Winter Olympic Games.
