Reuters reported the information, citing two U.S. officials. The communique reiterated Russia's demand to take control of all of Ukraine's Donbas region, effectively rejecting Trump’s view that the frontlines should remain as they are. It also restated that no NATO troops should be deployed to Ukraine under any peace agreement, according to a U.S. official.“The communique also underlined the degree to which Russia has stuck to maximalist demands on Ukraine,” the outlet noted. When asked about the non-paper, the White House referred to Trump’s comments to reporters on Tuesday afternoon, in which he said he had not yet decided on the summit but did not want a “wasted meeting,” adding that a ceasefire along the current battle lines remained possible. On October 21, CNN reported that the Donald Trump–Vladimir Putin summit in Budapest was under threat due to the postponement of a planned meeting between Marco Rubio and Sergey Lavrov.Later, Reuters reported that Trump and Putin do not plan to meet “in the near future.”
