Ukraine calls on EU to begin informal talks despite Hungary’s veto

Oleksandr Ilkov, head of the Government Office for Coordination of European Integration, made the statement during a speech at the Accession Exchange Forum in Kyiv.Ilkov emphasized that Ukraine continues technical preparations for negotiations despite Hungary blocking the legal decision to start them. “By the end of the year, Ukraine will be fully ready to open all six clusters,” he assured, noting that work on clusters 1, 2, and 6 has already been completed.“We are approaching a point where predictability from our partners is absolutely necessary. We are not asking for concessions. Our request is predictability. We need a roadmap where certain progress leads to certain decisions,” he explained.Ilkov stressed that the government is determined to continue moving toward EU accession despite the Hungarian veto. To achieve this, he proposed introducing a new element in the accession process that would bring Ukraine and the EU closer even before formal negotiations begin — an informal consultation format where Ukraine and the EU can advance through discussions.“We understand that consultations remain informal and cannot replace formal negotiation procedures,” he emphasized.It is worth noting that until recently, Kyiv opposed “informal” tracks within the enlargement process, insisting on the official opening of clusters. Recently, however, signals have emerged that Ukraine is willing to consider an informal path.On October 6, President Volodymyr Zelenskyy said that Hungarian Prime Minister Viktor Orbán will not be able to stop Ukraine's accession to the European Union, as it is the choice of the Ukrainian people.Ukrainian Foreign Minister Andrii Sybiha emphasized that Ukraine and Moldova should move toward EU membership together and in sync.
