Note that they hit residential infrastructure using guided aerial bombs (KABs) and high-explosive unguided bombs (FABs) — we’ve seen drone strikes on Zaporizhzhia, Dnipro, Kharkiv, and Odesa. At the same time, they strike critical energy and gas infrastructure,” the expert said.He believes Russian forces are trying to create conditions that make continued life in these cities practically impossible.“That is, they provoke mass migration. At the same time, they strike Ukrzaliznytsia to block evacuation efforts, effectively preventing civilians from leaving the million‑plus cities. This creates the same chaos, panic, and distrust toward the actions of central and local authorities, but this is not the entire plan of the Russian invaders. With the paralysis of railway connections, evacuation convoys are forced to use roads instead,” he said.The expert added: “Imagine two opposing flows: civilians evacuating from east to west in large numbers, and military convoys moving from west to east.”Sniehyrov believes Russia is trying to achieve several objectives at once.“Blocking the transfer of operational reserves, heavy armored vehicles, and ammunition for the needs of Ukraine’s defense, blocking evacuation efforts, and creating this atmosphere of chaos, panic, and distrust in the central government. These are complex actions by the Russians. You cannot separate strikes on the railway from strikes on energy infrastructure. That is why I emphasize the comprehensive nature of this operation,” he noted.The expert stressed that countermeasures are urgently needed.“There is almost no time. Strike activity will increase with the start of the heating season. I am not trying to scare anyone, but I never sugarcoat things or use rose-colored glasses. I fully understand the further scenarios and actions of the Russians,” Sniehyrov said.He added that algorithms for countering strikes on both energy infrastructure and Ukraine’s rail network must be developed.“This includes dispersing rolling stock, protecting depots with air defense systems both actively and passively, deploying electronic warfare systems on locomotives and in depots. In addition, small mobile fire teams — which, by the way, began to be criticized precisely at the time of maximum Russian strike activity. Note that the Russians adopted the experience of Ukrainian mobile fire teams, calling them ‘Stalin’s Falcons.’ If this experience were ineffective, the foolish Russians would hardly implement the Ukrainian approach directly on Russia’s territory,” he concluded.
