Dmytro Dovhopolyi, a Candidate of Historical Sciences, Americanist, and UN employee (1987-2019), stated this on Espreso TV."For the first time in several months, I am optimistic, precisely because of this level of secrecy and the intensity of contacts. It seems to me that something tangible has finally started to happen. It's not complete yet, and it's unknown what it will be. All the talk about Tomahawks, well, that needs to be discussed, but it seems to me that beyond Tomahawks, some other options for assistance to Ukraine are possible. And I would say that the negotiations will be focused on platforms, not even on Tomahawks, but on the platforms. What can be provided so that Ukraine can actually and practically use these Tomahawks? First, which Tomahawks? A couple of weeks ago, Zelenskyy made a statement about the possibility of blackouts in Moscow. The Tomahawk, one of its versions, which is still secret but has been in use since 1993, has the ability to shut down and short-circuit electrical grids in entire cities. We would be very interested in this particular version," he noted.Dmytro Dovhopolyi believes that during the meeting between the presidents of the U.S. and Ukraine, a block of military issues will be discussed, namely the possibility of providing long-range missiles and the work that was done by Steve Witkoff. "If we consider that the number of launchers is limited, then these missiles must have maximum effectiveness, and knocking out the power in all of Moscow—you can't imagine better effectiveness. There is an element of secrecy here. Whether this technology will be transferred to us, whether they will allow us or not, we will see. Secondly, what can supplement the Tomahawks? Well, an analogue to the Tomahawk has now appeared, the so-called Barracuda-500 cruise missile. It has already been put into fairly massive production. It has a slightly smaller range, under 1,000 kilometers, and its warhead is not as large. But it is two, if not three, times cheaper. So that could be an option. Other types of missiles, for instance, the extended-range GA-SSMR. This weapon is also not widely discussed, but it has been mentioned in the American media as a possibility. And so it seems to me that this will be the military block of issues. And Witkoff was actively working. And it seems to me that what Witkoff has worked on could also be discussed," he added.
