U.S. Ambassador to NATO Matthew Whitaker said during a press briefing, according to La Repubblica, that new commitments under the PURL mechanism will be made in the coming days.“Yes — and yes,” Whitaker replied when asked whether new pledges under PURL should be expected this week and whether he agreed that NATO’s southern European allies should take a more active role in the project."Through PURL, President Trump has made available the world's best weapons, American armaments and munitions, to be sold to our European NATO allies, plus Canada, and then supplied to Ukraine. Ukraine needs it, wants it, and we need to ensure that it continues to flow and that our allies step up and purchase through this mechanism that now functions smoothly and efficiently," the diplomat explained.Whitaker noted that the PURL mechanism is currently operating steadily and effectively."Other countries have recently announced their planned participation. This follows earlier announcements by Canada, the Netherlands, Germany, and a joint commitment by Denmark, Norway, and Sweden. And I would encourage those who have not yet come forward to do so," Whitaker emphasized. He said Ukraine must receive everything necessary for its defense, and that the fastest and most practical way for allies to help is to invest in PURL."This program is vital, and allies must step up and help pressure Russia to come to the negotiating table and accept peace," the American ambassador pointed outPresident Volodymyr Zelenskyy said on October 13, that there are currently three options for financing the delivery of long-range Tomahawk missiles to Ukraine.“One option is the NATO PURL program. Through it, we are working — NATO is working. NATO purchases various weapons from the United States with its own funds and then transfers to us what we need,” the president explained. What is PURLThe PURL (Prioritized Ukraine Requirements List) mechanism is a joint U.S.-NATO program designed to accelerate the delivery of weapons to Ukraine. Within this initiative, Kyiv compiles a list of its most urgent military needs and submits it to allies.Partner nations fund the purchase of U.S.-made weapons that match those requests. The money is transferred to a special NATO account, after which the United States carries out direct weapons deliveries.
