Ukraine's Security Service files in-absentia charges against Chechen leader Ramzan Kadyrov

The SBU press service reported the information.According to the case materials, during a speech before Russian propagandists the person in question said that he had ordered his "subordinates" not to take Ukrainian servicemen prisoner but to shoot them on the battlefield.Kadyrov’s order was "addressed" to commanders of Chechen fighters who are fighting within the ranks of the invading Russian formations against Ukraine.He also ordered that Ukrainian prisoners held on the territory of Chechnya be sent to the roofs of military facilities in Grozny. In this way Kadyrov proposed using detained combatants as a "human shield" against drone attacks by the Defense Forces."Such statements by the person in question are violations of the laws and customs of war applicable in armed conflicts under the provisions of the Rome Statute of the International Criminal Court," the Ukrainian special service emphasized.On the basis of new evidence, investigators of the Security Service have notified Kadyrov in absentia of suspicion under Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes).The SBU recalled that in August 2022 its investigation classified the actions of the person in question as preparation for and waging of an aggressive war, its justification, and an encroachment on the territorial integrity of Ukraine.Comprehensive measures are currently underway to bring the person in question to account for crimes against our state and its citizens.The head of Chechnya, Ramzan Kadyrov, commented on rumors about his resignation, saying that he himself has requested to be relieved of his post.
