EU approves over €3 billion tranche for Ukraine under Ukraine Facility

Prime Minister Yulia Svyrydenko announced the information.“Today, the EU Council adopted a decision to provide Ukraine with €3.056 billion under the Ukraine Facility,” Svyrydenko wrote. “This is a powerful signal of confidence in our reform path and our ability to maintain stability during the most challenging times. We are grateful to the Danish presidency for its clear and consistent support.”She added, “Each such decision brings us closer to a strong Ukraine within a united Europe.”This is the largest tranche to date, both in terms of the amount disbursed and the scope of required reforms. Ukraine submitted a request for partial payment on June 6, 2025, reporting progress on 13 out of the 16 required reforms. Had all reforms been completed, Kyiv would have received €4.5 billion.The Ukraine Facility is a €50 billion financial instrument established by the European Union for the period 2024–2027. Its primary goal is to support Ukraine amid the ongoing war, assist in post-war reconstruction, and facilitate the country’s path toward EU membership. The program includes a combination of grants, concessional loans, and technical assistance, disbursed in tranches based on Ukraine’s implementation of agreed reforms.To access the funds, Ukraine must carry out the Ukraine Facility Plan — a comprehensive package of measures and reforms across key areas such as the economy, the rule of law, anti-corruption efforts, and public administration.On July 25, European Commission spokesperson Guillaume Mercier announced that the Commission had approved a fourth tranche of €3.05 billion under the program. However, the amount was lower than initially expected, as Ukraine had not fulfilled 3 out of the 16 reforms required for the full disbursement.
