The Prime Minister Yulia Svyrydenko reported the appointment. She emphasized that following the decision of the competition commission, the appropriate checks, and the polygraph test, there are no reservations regarding Tsyvinskyi's candidacy for the position of director of the economic security chief.“We expect the Bureau to resume its work, strengthen the institution, and achieve a significant level of trust between the Bureau and Ukrainian entrepreneurs. It is important that economic relations in Ukraine are not distorted by shadow schemes and that businesses can count on respect from the state,” Svyrydenko added.BackgroundOn June 24, NABU detective Oleksandr Tsyvinskyi — one of the leaders of the “Clean City” operation, which uncovered a large-scale land corruption scheme in the Kyiv City Council — won the competition for the position of the Director of the Economic Security Bureau of Ukraine (ESBU).However, his candidacy was not approved by Ukraine’s Cabinet of Ministers. The decision was based on information provided by the Security Service of Ukraine (SBU), citing national security concerns, including reported family ties with Russian citizens. Tsyvinskyi confirmed that he had passed all necessary checks but said he received no official explanation or documentation regarding the government's refusal. As a result, the Cabinet decided to re-invite no more than two candidates who meet all established requirements, including so-called “security criteria”, though such criteria are not explicitly outlined in the ESBU law.Despite this, the competition commission chose not to re-evaluate Tsyvinskyi’s candidacy, noting that the law does not allow for reconsideration once a winner has been selected. On July 24, documents for Oleksandr Tsyvinskyi’s appointment as the ESBU Director were resubmitted to the Cabinet of Ministers.Meanwhile, the European Commission demanded that Kyiv appoint the head of the Bureau of Economic Security as soon as possible in accordance with the law, emphasizing that the reform of the Bureau of Economic Security is part of broader commitments in the process of accession to the EU.However, on July 30, the Cabinet of Ministers failed to appoint NABU detective Tsyvinskyi as director of the Bureau of Economic Security for the second time. According to the agreement with the IMF, the government was supposed to do so by the end of July.On August 1, Prime Minister Yulia Svyrydenko held talks with the candidate for the position of director of the Bureau of Economic Security. They agreed that Tsyvinskyi would undergo a polygraph test.
