The world expects not just words but actions that will help stop the war,” she said.Hayovyshyn emphasized that true peace can only be achieved through diplomatic tools backed by clear political will and strength. At the same time, she noted that the aggressor cannot be stopped without pressure — its actions will not cease voluntarily.The Ukrainian diplomat drew attention to the situation in temporarily occupied territories, where systematic crimes against civilians are taking place. In particular, she mentioned the presidential decree from March 20, which threatens Ukrainian citizens living in the occupied territories with forced eviction or coerces them to accept foreign citizenship by September 10. At the same time, men are being forcibly mobilized into the army.According to Hayovyshyn, these actions are part of a genocidal policy aimed at destroying Ukrainian national identity.In her speech, the diplomat listed a comprehensive range of aggression manifestations: large-scale invasion, occupation, cyberattacks on critical infrastructure, disinformation campaigns, economic blackmail, interference in other countries’ internal politics, threats to use nuclear weapons, support for terrorist groups, and border provocations.“This is not just a list of crimes. It is a diagnosis — a characterization of a regime that poses a threat not only to Ukraine but to the entire civilized world,” Hayovyshyn said.She also noted the words of Russia’s leader spoken in December 2024: that when everything in the country is stable and calm, people get bored and need some “action.” According to the diplomat, this statement openly shows that the real cause of the war is not fabricated excuses but the need to sustain a cult of violence and mobilization through aggression.Hayovyshyn assured that the people of Ukraine will not surrender and that criminal imperial ambitions have no future. Ukrainians stand firm, and international support only strengthens this resistance.At the same time, she confirmed that President Volodymyr Zelenskyy is ready for a direct meeting with the Russian leader, as only he holds the real power to make final decisions.Ukraine urged UN member states not to limit themselves to moral judgments but to take concrete actions:increase sanctions pressure on the aggressor’s military-industrial complex,fully ban the supply of dual-use goods,cut off financial channels from energy sales,take measures against the illegal oil fleet,ensure the release of Ukrainian prisoners and deported civilians,return kidnapped children.“Aggression aimed at destruction cannot be stopped by statements alone — a firm joint position based on international law and the UN Charter is needed,” the Deputy Permanent Representative of Ukraine concluded.On Friday, August 1, an emergency UN Security Council meeting was held in response to Russia’s latest attack on Ukraine on July 31.
