Petro Andryushchenko, head of the Center for Occupation Studies, explained this in an interview on Hromadske Radio.According to him, it’s about a small concrete plant that is not new and had been quite active in 2023:"In 2024, when the Russians completely froze the majority of repairs in Mariupol, it was essentially shut down. Why is this important? In 2023, it was actively producing concrete fortifications, known as ‘dragon’s teeth,’ primarily for the Zaporizhzhia front and the Donetsk region in the combat zone. Now, it has been relaunched, and according to our sources, they are producing concrete structures that have started to be transported towards Polohy in the Zaporizhzhia region, and partly to the Novopavlivka direction. This is the first concrete production facility to start working again after more than a year."It seems, says Petro Andryushchenko, that the Russians are fortifying. "In the towns where they are located... And this means, despite everything, including loud statements about the offensive, the ongoing offensive, and occupied territories, that they are beginning to heavily fortify the borders where they are currently stationed. What this is related to? It's hard to say, but at the same time, we are noticing a shift in rhetoric in the occupied part of the Zaporizhzhia region from the official ‘gauleiters’ of the regime. A lot of emphasis is being placed on preparing for defense. It feels like they are waiting for Ukrainian offensive or breakthrough in that section of defense. That’s why they’ve started to inventory or add these, including concrete fortifications," says the head of the Center for Occupation Studies.
