Ukraine's Foreign Intelligence Service reported the information."The decree defines the Russian language as a 'uniting factor' and a key element of civic identity, effectively marginalizing the language rights of national minorities and migrants," the statement says.The document identifies three main "threats" to language policy: the use of foreign words in official communication, actions by other states to limit the influence of the Russian language, and the reduction of the spheres of use of the languages of Russia's indigenous peoples.The Foreign Intelligence Service recalled that the Kremlin has traditionally used such rhetoric to ostensibly demonstrate concern for cultural diversity, while actively promoting the Russian language as the sole standard in government institutions, education, and the media.The decree also provides for the active expansion of a network of "Russian centers" abroad, which, according to official rhetoric, are supposed to popularize the Russian language and culture. At the same time, according to the Foreign Intelligence Service, these structures will serve as instruments of soft power to advance the Kremlin's political interests and intelligence activities.In June, the Center for Countering Disinformation reported that Putin had taken personal control of historical propaganda in Russian schools.
